The Occupational Health Plan (2005-2009) provides for the development of knowledge about occupational dangers, risks and exposure levels. One of the tools for achieving this is the extension of the RNV3P.
What is the RNV3P?
The National Network for Monitoring and Prevention of Occupational Diseases (RNV3P) is a national network of experts listing all occupational health problems during consultations of occupational diseases at the University Hospital Centre (CHU) in a systematic and standardised manner. The Occupational Disease Consultation Centres (CCPPs) are run by professors specialised in occupational medicine and their main mission is to make their expertise available to GPs, occupational therapists, specialists, etc. This network has been up and running since January 2001 as a national server connected to 30 PCs spread around the CCPPs. The databases are accessible by multiple interrogation via a safe web interface.
In addition to the CCPPs, the occupational health and prevention services (SSTs) also gather data on occupational diseases in the working environment. Their data should be combined with those of the CCPPs to obtain extensive knowledge on occupational problems. In 2007, the extension of the network will involve 6 SSTs.
What is the RNV3P for?
The RNV3P:
identifies certain occupational diseases and their fluctuations better;
reveals new causes and emerging risks by incorporating isolated data;
estimates the regional incidence of occupational diseases under the CCPP-SST partnership;
identifies and analyses at-risk work stations and situations;
identifies the causes;
contributes to the establishment of an occupational risk monitoring strategy;
helps to guide choices in terms of national epidemiological studies and risk assessments;
contributes to launching regional and national priority actions.
How is the project managed?
Afsset oversees the central management of this project which is run on the basis of an agreement between partners at the national and local level: Afsset, CNAMTS, French Occupational Medicine Society (SFMT) and local partners (CHU, SST).
The project administration is ensured by:
A project manager (Professor Gérard Lasfargues, head of the occupational health department at Afsset).
A steering committee made up of 10 to 16 members representing Afsset, CNAMTS, SFMT and doctors of the CCPPs and SSTs. It is chaired by the Director General of Afsset. Its main responsibility is to lay down the main guidelines for RNV3P and ensure and report on the running of it.
The national RNV3P database is administered by a medical leader and computer technician.
In particular, Afsset:
provides the services of a medical leader,
provides the services of its scientific research committee experts to form an independent scientific council, whose mission is to validate the guidelines, cohesion and scientific quality of actions and research conducted using the network’s database.
organises a scientific data analysis seminar every 6 months in which the following are called on to play an active role: CCPP doctors, CNAMTS, SFMT, CRAM prevention engineers and Afsset.
Participates in extending the network to the SSPs of the occupational or interoccupational sector,
develops interactivity between all RNV3P partners;
funds research on improving how the network’s database is used
What’s the score after 5 years?
The first five-year review of the RNV3P’s activity is as follows:
Monitoring activities can now be envisaged with 4 years’ worth of results.
RNV3P results in CHU (experts) and in the field (SSTs) are complementary in the monitoring mission.
Monitoring tools specific to RNV3P are currently being developed (research activities in CHU).
Ongoing need to improve the quality of data (recurring quality controls and centralised quality control prior to exportation).
